Peru Leads Region in Gambling Regulation and Responsible Gambling.

Peru is stepping up as a regional leader in gambling regulation and the promotion of responsible gaming. This progress results from collaborative efforts between the Ministry of Foreign Trade and Tourism (Mincetur). Their joint work has streamlined the legal framework, improved tax collection, modernized technological infrastructure for gambling operations, and curbed illicit activities.

The enactment of Law No. 31557, which focuses on sports betting and online gambling, marked a significant milestone. Since its February 2023 implementation, the new legal platform has attracted 14 authorized operators. These operators offer over 70 online betting platforms, over 2,500 physical points of sale, and run national and international lotteries.

This regulatory framework has facilitated the formalization of the digital gaming ecosystem, generating increased tax revenue for operators and users. It has also unlocked new investment opportunities, bolstered the digitization of related services, and strengthened the country’s fiscal revenue base.

One of the most notable achievements has been the substantial increase in tax revenue from sports betting venues. Between December 2023 and March 2024 alone, Peru collected approximately $10.5 million (40 million soles). Mincetur actively oversees the General Directorate of Casino Games and Slot Machines (DGCJT) and has implemented strict supervision to ensure regulated entities operate transparently and adhere to both national and digital platforms.

As a result, 95% of digital gambling activities now occur within the Peruvian market, and illegal online gambling offerings have decreased by 80%. This success has significantly reduced job insecurity and unfair labor practices linked to black market operations.

Furthermore, as a regulatory authority, Mincetur has undertaken several initiatives to promote responsible gambling. These include awareness campaigns, training for gambling venue staff, and the establishment of agreements with treatment centers for individuals struggling with gambling addiction. Mincetur has clearly demonstrated its commitment to prioritizing vulnerable groups and fostering a safe, responsible gaming environment for all.
