The presidents of the National Association of Games and Lotteries (ANJL), Plínio Lemos Jorge, and the Brazilian Institute for Responsible Gaming (IBJR), Fernando Vieira, have signed a cooperation agreement in São Paulo.
This partnership aims to strengthen efforts to protect and promote Brazil’s regulated betting sector, which is expected to generate over R$4 billion in tax revenue this year.

ANJL President Plínio Lemos Jorge emphasized the importance of unity, stating, “Now, more than ever, we must come together. Our shared goal is to ensure the viability of the regulated betting market. Over-taxation threatens the industry, fueling the growth of illegal platforms, which already dominate betting activity in Brazil.”
IBJR President Fernando Vieira echoed this concern, stressing that “confronting the illegal market is crucial. This issue is too significant for any single organization to tackle alone.”
The ANJL represents lottery and betting companies, advocating for fair regulations and market integrity. Meanwhile, the IBJR focuses on responsible gaming, supporting the development of a transparent, secure, and sustainable betting environment in Brazil.
